
George Barnes

Mr. George C. Barnes is the President of Red Cell Partners’ Cyber Practice and a Partner at the firm. In this role, he oversees the pursuit of start-up company incubations focused on cybersecurity opportunities spanning commercial and government sectors. He ensures optimized market gap responsiveness of new incubations and guides Red Cell’s platform team support as young cybersecurity companies progress through their early-stage business lifecycles. As a Red Cell Partner, Mr. Barnes applies his national security and cybersecurity domain expertise to Red Cell’s National Security and Healthcare Practice incubation activities and oversees the company’s overall cyber-related investment strategy.

Mr. Barnes served as the Deputy Director and senior civilian leader of the U.S. National Security Agency (NSA) from April 2017 through September 2023. In this role, Mr. Barnes served as NSA’s chief operating officer, overseeing strategy, policy, and operations. As an agency deputy in the U.S. national security system, Mr. Barnes supported the U.S. defense and intelligence enterprise in national security strategy execution and the formulation of supporting policies. He positioned NSA as an integrated mission partner enabling U.S. decision advantage and security against foreign threats.
Over his 36-year career at the NSA, Mr. Barnes held numerous technical and organizational leadership roles spanning intelligence collection operations, intelligence target analysis, foreign liaison and industrial partnership management, workforce support, and global enterprise governance.

Andy Boyd
Operating Partner, AE Industrial PARTNERS
Andy Boyd is an Operating Partner at AE Industrial Partners. He currently serves on the Board of Directors of AE Industrial Partners portfolio companies: CASE and REDLattice. He previously served as a Senior Intelligence Service Officer in the Central Intelligence Agency’s Directorate of Operations. His most recent assignment was Director of the CIA’s Center for Cyber Intelligence (“CCI”), which is responsible for intelligence collection, analysis and operations focused on foreign cyber threats to U.S. interests. Mr. Boyd has experience leading worldwide intelligence operations and has in-depth knowledge of geopolitics, cyber operations and security practices and risk mitigation. He is a respected thought leader within the cyber and intelligence communities with expertise in cyber threats, intelligence collection, covert action, counterterrorism, counterintelligence, cyber operations and strategic analysis. Prior to his role as Director of CCI, Andy served as Chief of Operations Counterterrorism Mission Center. He led global counterterrorism operations against multiple global terror organizations via unilateral operations and jointly with multiple international partners. Mr. Boyd was personally involved with many of the most consequential counterterrorism operations of the past decade. Mr. Boyd also served as a Chief of Station in a country in the Middle East leading the full scope of U.S. intelligence operations in an austere combat zone including operations, security and force protection for the CIA workforce. He likewise served as a Deputy Chief of Station and an Acting Chief of Station of a large CIA Station in the Middle East. In addition to leading the CIA workforce at multiple field locations, Mr. Boyd represented the Director of the CIA and other U.S. government leaders to numerous foreign partners. In 2010–2012, he led the CIA workforce, engaging in critical intelligence operations to inform policy-makers regarding the “Arab Spring” revolutions across North Africa. Prior to joining the CIA, Mr. Boyd served for a decade as a U.S. State Department Foreign Service Officer at multiple U.S. embassies. He served as a U.S. Air Force intelligence officer from 1993–1998. Mr. Boyd is currently an Adjunct Professor in Cyber Policy at Johns Hopkins University School for Advanced International Studies, a Senior Advisor at Beacon Global Strategies and a Strategic Advisor for Booz Allen Hamilton, and serves on the Board of Directors of Censys and the Institute for Security and Technology.

Laura Galante
former Cyber Executive for the U.S. Intelligence Community
Laura Galante is the former Cyber Executive for the U.S. Intelligence Community. For nearly two decades she has built the teams and capabilities that have exposed the globe’s most sophisticated hackers and cyber operations. Her work unravels the hidden networks of people and technology behind some of the most costly and damaging breaches to date—and offers a window into the future of digital, AI-fueled threats.
Laura brings her threat intelligence expertise and executive leadership to companies and boards across tech and critical infrastructure verticals, the U.S. Intelligence Community, and governments in Europe and Asia.
From 2022 to 2025, she served at the Office of Director of National Intelligence. As the DNI’s principal cyber advisor and Director of the Cyber Threat Intelligence Integration Center, she was responsible for the coordinated Intelligence Community response to major cyber incidents. These included major Chinese compromises of US critical infrastructure, crypto heists, and debilitating ransomware attacks on hospitals and the healthcare sector.
From 2017 to 2021, she assisted multiple Ukrainian government agencies in developing their cyber intelligence and defense operations, directed an international task force monitoring digital and misinformation threats, and served as an expert witness in groundbreaking cyber warfare trials. She speaks frequently on global competition in the digital domain at international and industry conferences, including her widely viewed and cited talk which opened TED2017.

Matt Hayden
Vice President, Cyber & Emerging Threats, GDIT
Matt Hayden serves as GDIT’s vice president of cyber and emerging threats. As a senior cyber executive within GDIT’s Intelligence and Homeland Security division, he is responsible for fostering trusted relationships with industry partners and key cyber executive government leadership, delivering cyber growth strategies, and advancing the company’s cyber thought leadership.
Hayden has more than 25 years of experience in emerging technology and cyber policy. Previously, Hayden served as the Assistant Secretary for Cyber, Infrastructure, Risk and Resilience Policy at the U.S. Department of Homeland Security. He led the policy development for department-wide efforts to reduce national risks with a focus on artificial intelligence, critical infrastructure cybersecurity, federal network security and cyber-crime. Hayden’s efforts played a critical role in improving the security and strength of the global cyber ecosystem. Additionally, he served as an expert advisor on cyber, infrastructure, risk and resilience issues to the undersecretary, secretary, and other high-level officials.
Hayden previously served as Senior Advisor to the Director of the Cybersecurity and Infrastructure Security Agency, and Deputy Assistant Secretary for the Private Sector within the Office of Partnership and Engagement at the DHS. In these roles, Hayden served as a senior leader of the department and as a voice for industry within government, advising on the impact of the policies, regulations, and processes on private sector companies. Kenny Holmes

Prior to Cisco Kenny led Fortinet’s State, Local, and Education business. In four years, this business grew 350% while adding over two hundred sales teams and key resources. Kenny was the first Government focused leader at Palo Alto Networks as a manager and director growing that business to $300 million. David P. Luber
Former Director of the National Security Agency’s Cybersecurity Directorate
Mr. David P. Luber is the former Director of the National Security Agency’s Cybersecurity Directorate and served as the Deputy National Manager for National Security Systems (NSS). In this capacity, he led efforts to prevent and eradicate threats to U.S. National Security Systems and critical infrastructure.
Previously, Mr. Luber served as Deputy Director of the Cybersecurity Directorate and was the Executive Director (ExDIR) at United States Cyber Command (USCYBERCOM), the highest ranking civilian and third-in-command at USCYBERCOM. There, he led an organization of over 12,000 personnel, including more than 6,000 cyber warriors across 133 Cyber Mission Force Teams.
His other senior roles included Director of NSA Colorado; Program Director in the Office of the Secretary of Defense for Intelligence; Chief of NSA’s Remote Operations Center within Tailored Access Operations, and Chief of NSA’s Advanced Network Operations. Over his 38 year career at the NSA, Mr. Luber held a wide range of technical and leadership positions—including an overseas tour—with a focus on cyber and space operations, advanced analytics, and operational support to the warfighters and national mission priorities worldwide.
Mr. Luber’s contributions have been recognized with numerous awards, including the NSA Distinguished Civilian Service Medal, the Chairman of the Joint Chiefs of Staff Joint Meritorious Civilian Service Award, the Office of the Secretary of Defense Exceptional Civilian Service Medal, three Presidential Meritorious Rank Awards, the National Reconnaissance Office Distinguished Service Medal, two NSA Meritorious Civilian Service Awards, and the Knowlton Award. He has also served on several boards focused on technological innovation and workforce development.

Brad Medairy
Executive Vice President, Booz Allen Hamilton
Brad Medairy is a technology executive who leads Booz Allen’s National Cyber account. He focuses on the cyber missions of national-level clients, including the intelligence community, U.S. Cyber Command, FBI, the Department of Homeland Security (DHS) Cybersecurity and Infrastructure Security Agency (CISA), and the Department of Defense (DOD). Brad is responsible for addressing some of the nation’s top cybersecurity challenges, including protecting critical infrastructure, securing the supply chain, protecting emerging platforms (5G, medical devices, and weapons and space systems), and defending the extended federal enterprise against cyber attacks.
Brad is passionate about advancing the nation’s capabilities in cyberspace by integrating emerging technologies with intelligence tradecraft to deliver next-generation, full-spectrum cyber solutions. He leads a multidisciplinary team of cyber operators, AI and machine learning engineers, software developers, and cloud engineers to develop and deliver these solutions across the federal and commercial markets.
Brad is a senior fellow with Auburn University’s McCrary Institute for Cyber and Critical Infrastructure Security. He was named a Top 50 Cybersecurity Leader of 2023, 2021 Federal 100 Award Winner, 2020 Cyber Executive of the Year by the Northern Virginia Technology Council, and a finalist for WashingtonExec’s 2020 Cybersecurity Industry Executive of the Year.
In his community, Brad is a high school Science Olympiad coach focused on increasing youth interest in STEM and a coach for elementary and middle school youth soccer and basketball programs. In addition, he serves as an advisory board member for the University of Maryland, Baltimore County, and the George Mason University Volgenau School of Engineering.

Will Metts

Mr. Will Metts established his company following a 30-year career in the United States Navy, retiring with the rank of Rear Admiral; 4 years as Director of Strategy for Northrop Grumman Corporation’s Mission Systems Sector and 4 years as a National Security/DoD Leader within Amazon Web Services. In this capacity, he provides extensive strategic and operational Department of Defense, Cyberspace Operations, Cyber Security and Intelligence Surveillance and Reconnaissance expertise to Government and Public Sector Organizations. He held key flag officer and operational assignments, most recently as Director for Intelligence, United States Indo-Pacific Command. Previously, he served as Deputy Director of Tailored Access Operations, National Security Agency and Director for Intelligence, United States Cyber Command. Earlier in his naval career he served as a Surface Warfare officer onboard naval combatants and as an Information warfare officer assigned to Commander, Carrier Strike Group Two onboard USS Harry S. Truman (CVN 75).
Mr. Metts earned a bachelor’s degree in electronics engineering technology from Savannah State University and master’s degrees in command, control, communications, computers and intelligence and national security studies and strategic planning from the Naval Post Graduate School and the Naval War College, respectively. He also completed the Harvard University Senior Executive Fellows Program at the John F. Jason O’Connor

Jason O’Connor is a corporate executive vice president of Leidos and serves as the president of Leidos’ Intelligence sector. In this role, he leads over 5,000 professionals, developing a wide variety of programs for the U.S. Intelligence Community and the Department of War. He oversees programs that support classified U.S. programs including cyber, software development, cloud innovation, AI/ML, deep analytics, intelligence analysis and linguistics.
O’Connor brings over 30 years of experience in dynamic business leadership, driving innovation in technology and delivering mission-critical solutions to some of the nation’s most complex challenges. Prior to his current role, O’Connor held several senior leadership positions at Leidos, where he oversaw the company’s Cyber & Analytics, National Solutions and Homeland Security businesses. In these roles, he led the delivery of advanced software solutions, mission-enabling capabilities and analytic services to key agencies throughout the Intelligence Community.
Before joining Leidos, O’Connor served at the Lockheed Martin Corporation in numerous engineering roles and executive level positions for 25 years, where he managed technology, innovation and research portfolios. He also served in leadership roles for the company’s international business and intelligence divisions. In these roles, he provided management, strategic direction and customer engagement for programs focused on systems engineering, development and cyber solutions. He led and played a key role in successful mergers and acquisitions of several companies with advanced engineering, AI/ML and cyber capabilities during his career at Lockheed Martin and Leidos.

Brian J. Peretti, Esq.

Brian J. Peretti is a career member of the Senior Executive Service at the United States Department of the Treasury. In his final position, he served as Treasury’s Chief Technology Officer and Deputy Chief Artificial Intelligence (AI) Officer in the Office of Chief Information Officer.
As Treasury’s Chief Technology Officer, Mr. Peretti establishes, leads, and manages a comprehensive, multi-year strategic and long-range planning process that promotes the vision for IT and ensures consistent progress toward accomplishing the CIO’s vision, while identifying and leveraging common technology solutions to support business processes and work methods and/or to improve effectiveness of current technologies while also developing appropriate policy for emerging technology such as Artificial Intelligence, Machine Learning, Biometrics and Quantum Computing.
As Treasury’s Deputy Chief AI Officer, Mr. Peretti supported Treasury’s Chief AI Officer in advancing the Department’s deployment of this emerging technology. In this capacity, he oversaw the publication of Treasury’s report, Managing Artificial Intelligence-Specific Cybersecurity Risks in the Financial Services Sector, and directed the subsequent lines of effort. Additionally, serving in this position has seen him designated as the Executive Officer for the Department’s AI Governance Board as well as the Department’s representative to the Office of the Director of National Intelligence’s CAIO Council.
In addition, Mr. Peretti leads the development of domestic and international operational resilience policy, including cyber, as part of Treasury’s Sector Risk Management Agency responsibility for the financial services sector. In this role, he spearheads Treasury’s efforts to increase multi-directional sharing of cyber threat and vulnerability information. He also serves as the United States’s designated subject matter expert at the Group of 7 Cyber Expert Group (G-7 CEG).
Mr. Peretti has served at the Treasury for over 22 years with increasing levels of responsibility, including being named the Senior Career Official Executing the Duties of the Assistant Secretary for Financial Institutions during the transition from the Obama to the Trump Administration. Based on his expertise in critical infrastructure protection and operational resilience, he was detailed to the Department of Homeland Security, Cybersecurity and Infrastructure Security Agency’s National Risk Management Center during the intial response to the COVID-19 pandemic and served as the first Senior Advisor for Security and the Economy. He also speadheaded DHS response to the SolarWinds cyber incident.
A sought-after speaker and presenter, Mr. Peretti has been the recipient of numerous awards and honors throughout his career. Most recently, he received the 12th Annual Billington CyberSecurity Leadership Award at the 2023 Annual Billington CyberSecurity Summit.
Prior to joining the Treasury, Mr. Peretti was an associate in Shook, Hardy & Bacon’s Corporate Banking and Finance Section in Washington, D.C., and was the General Counsel for the Wright Patman Congressional Federal Credit Union. He has authored numerous publications related to financial sector operations, including payment systems.
Mr. Peretti received his bachelor’s degree from Rider University (cum laude) in 1989, and his law degree from American University’s Washington College of Law (cum laude) in 1992.

Nancy Rainosek
Senior Fellow, Center for Digital Government
Nancy Rainosek served as the Chief Information Security Officer for the State of Texas for over seven years. She has over four decades of IT experience in Texas state government and the private sector. Additionally, she served on the Executive Committee of the Multi-State Information Sharing and Analysis Center. Nancy has been recognized on many occasions both at the state and national levels, including the prestigious Thomas M Jarrett State Cybersecurity Leadership Award from the National Association of State Chief Information Officers, for her tremendous contributions. In 2025, she was recognized by the Texas House of Representatives for her work in securing Texas and for directing the state’s successful response to the 2019 ransomware attack that affected 23 local governmental entities in Texas.

Ron Ross
Fellow, Dartmouth College
Ron Ross is a Fellow at Dartmouth College. His focus areas include computer and information security, systems security engineering, trustworthy computing, high assurance systems, and security risk management. Dr. Ross currently supports the Dartmouth Institute for Security, Technology, and Society conducting applied research in secure systems engineering. A former Fellow at the National Institute of Standards and Technology, Dr. Ross led the NIST Systems Security Engineering and FISMA Implementation Projects which included the development of cybersecurity standards and guidance for the federal government, contractors, and United States critical infrastructure. He also supported the State Department in its international outreach program for cybersecurity and critical infrastructure protection and led the Joint Task Force, an interagency group with members from the Department of Defense, Intelligence Community, and Civil agencies. Dr. Ross served as the Director of the National Information Assurance Partnership, a joint activity of NIST and the National Security Agency. During his twenty-year military career, Dr. Ross served as a White House aide and senior technical advisor to the United States Army. He has lectured at colleges and universities throughout the United States and delivered the Commencement address at The George Washington University (School of Engineering).

Netta Squires

Netta Squires is a seasoned cybersecurity strategist and resilience expert with over 20 years of public-safety experience—the majority of which were in the public sector—including serving as Maryland’s first, governor-appointed Director of Local Cybersecurity, and spending six years with Montgomery County’s Office of Emergency Management and Homeland Security. Bryan Ware

Bryan Ware is a highly regarded technology leader and innovator, having started companies, patented technologies, raised venture capital and private equity, and served executive roles in government. Bryan is the Founder and CEO of GraySpace Technology, a technology company serving the national security community. He was previously the Chief Development Officer of ZeroFox, following their acquisition of LookingGlass Cyber Solutions, a leading cyber intelligence product company, where he was the Chief Executive Officer.
Bryan served as the first presidentially-appointed Assistant Director of Cybersecurity at the Cybersecurity and Infrastructure Security Agency (CISA), leading the 1,000-person, $1.25 billion organization through a period of intense volatility and aggressive interference from nation-state adversaries. At CISA, he developed the agency’s first five year strategy and plan to modernize its sensor and computing infrastructure, transform the way the agency delivers services, and scale the agency to protect US critical infrastructure. Prior to his operational role at CISA, Bryan was an Assistant Secretary at the Department of Homeland Security and served as the Secretary’s advisor on cybersecurity and emerging technology matters.
Bryan co-founded an artificial intelligence company, Digital Sandbox, in 1998 which he led as CEO through multiple rounds of venture capital investment until it was acquired in 2013 by Haystax. After serving as CTO of Haystax for several years during which he helped the company acquire leading cloud technology and cybersecurity companies, Bryan took over as CEO in 2016 until its acquisition in 2018.
Bryan sits on the Board of Trustees of Virginia Academy in Ashburn, VA; MVMT Church in Charlottesville, VA; and the CyberGuild, a national non-profit seeking to increase diversity in cybersecurity. He holds a degree in Applied Optics from Rose-Hulman Institute of Technology.
